The Spanish Supreme Court declared, in its sentence on 30th July 1999, that “in the presence of opposing surveys, it will be deemed appropriate to accept the one that appears most logical”.
Only too often, the job of drafting and signing an expert survey is assigned to whichever “qualified” engineering graduate happens to be on hand. The logic is that the framed diploma and signature will make the survey credible. Unfortunately, there is often little or no regard to the quality of the survey’s content. Such a survey will often provide nothing more than a regurgitated, previously agreed message, only now, it is decorated with the signature of the “qualified specialist”.
